Mid-term Review of the We Are Able! Programme: Improving Food Security and Inclusion for Persons with Disabilities

The We Are Able! programme is a multi-country initiative that aims to strengthen the lobby and advocacy of Civil Society Organizations (CSOs) and Organizations for Persons with Disabilities (OPDs) in six fragile and conflict-affected countries: Burundi, Democratic Republic of Congo (DRC), South Sudan, Sudan, Uganda, and Ethiopia. The project’s goal is to achieve sustainable and inclusive access to basic resources, especially food security (SDG2), for persons with disabilities, who are often more vulnerable to food insecurity.

The Mid-term Review (MTR) of the project was conducted in collaboration with Wouter Rijneveld (Resultante) and consisted of four components:

1) Context analysis: A framework was designed and implemented to understand the political, economic, social, technological, environmental and legal factors affecting the project’s implementation and outcomes in each country.
2) Theory of Change analysis: The project’s theory of change was reviewed and validated, using data from interviews, surveys, and document analysis.
3) Progress analysis: The project’s progress on key indicators, such as level of food security, land rights and degree of inclusion, was measured and reported.
4) Partnership collaboration analysis: The partnership collaboration among CSOs, OPDs, donors, and government stakeholders was evaluated, using a participatory approach and feedback mechanisms.


A mixed-method approach was used for data collection and analysis. Field work was done in Ethiopia, Burundi, and Uganda. The MTR provided evidence-based recommendations to enhance the project’s effectiveness and sustainability.

The We are able! project strengthens Civil Society Organizations (CSOs) and Organizations of People with Disabilities (OPDs) in six fragile and conflict affected countries (Burundi, Democratic Republic of Congo (DRC), South Sudan, Sudan, Uganda and Ethiopia) in their lobby and advocacy for sustainable and inclusive access to basic resources, contributing to improved food security (SDG2).

The consortium consists of ZOA, The African Disability Forum (ADF), SeeYou Foundation, The Leprosy Mission Netherlands (TLM) and implementing partners VNGI and The Hague Academy for Local Governance.

My role is to act as the coordinator for the baseline study of the WaA! project. Responsibilities include the development of the sampling strategy, developing data collection methods and tools, providing guidance and assistance to country teams in preparing for data collection, during data collection and analysis of the results. I’m responsible for preparing the final program level baseline report based on data from the six WaA! country teams.
